I have often heard Canadians mispronouncing 'lieutenant' in the American
way as 'lootenant', but today on the news, I heard a repoter rfer to the
'Lieutenant Governor' of Saskatchewan as the 'looftenant governor',
where the vowel in 'loof' rhymes with true, blue, and sue.

Curiously, British English has two non-interchangeable pronunciations:
/ləf'tenənt/ (barely audible schwa in the first syllable) in the Royal
Navy, /lef'tenənt/ (ordinary short e in the first syllable) in the Army
and most other contexts.
