RMK Wind estimated. COTRA Cu med. Dry since 15z yesterday,
convective cloud dispersing near 18z with a mainly clear evening
and night, though with large amounts of thin high cloud at times.
Thin high Ac present at 06z has dispersed, and Cu has started to
develop in the past hour or so, mainly confined to the NW quadrant.
